FIC Annual Report 2024/2025: Enforcement and Compliance Trends
Brought to you by SA Accounting Academy: The Financial Intelligence Centre (FIC) has published its 2024/2025 Annual Report, highlighting a significant increase in proactive financial intelligence and administrative sanctions against non-compliant entities.
In terms of the Financial Intelligence Centre Act, No. 38 of 2001 (FICA), the FIC has detailed its performance in combating financial crime and assisting South Africa’s efforts to exit the Financial Action Task Force (FATF) ‘grey list’. The report confirms that the FIC contributed to the recovery of approximately R144 million in criminal proceeds during the 2024/25 financial year.
The FIC generated a total of 4,196 financial intelligence reports, categorized as follows:
- 3,104 reactive financial intelligence reports;
- 1,092 proactive financial intelligence reports; and
- 51 reports specifically concerning illicit financial flows.
Administrative Sanctions and Appeals
During the 2024/25 period, the FIC issued 25 administrative sanctions specifically targeting designated non-financial businesses and professions (DNFBPs). The total value of sanctions imposed by the FIC amounted to R2,228,000. Of these sanctions, two have resulted in appeals that are currently pending before the FIC Act Appeal Board. Additionally, the Board upheld one appeal involving an institution where five registered branches had been sanctioned separately.
The FIC emphasized its ongoing role in providing guidance and awareness activities to improve the understanding of anti-money laundering (AML), combating the financing of terrorism (CFT), and combating proliferation financing (CPF) measures across all accountable institutions.
