The NCOP Select Committee on Finance has called for written submissions on the 2025/26 Taxation Laws Amendment Bill and related tax legislation by 21 January 2026. Parliament is processing 43 Bills ahead of the December 2025 recess, including the Immigration Amendment Bill and the Independent Municipal Demarcation Authority Bill. The National Assembly’s Agriculture Committee has rejected the Performing Animals Protection Amendment Bill, which sought to regulate access for disability assistance animals. Al Jama-ah MP Imraan Ismail-Moosa has invited public comment on legislative proposals for a Bill intended to domesticate the United Nations International Convention on the Suppression and Punishment of the Crime of Apartheid (1973). Finance Minister Enoch Godongwana has tabled the 2024 Medium Term Budget Policy Statement and a suite of tax amendment bills, introducing a revised inflation target of 3%. A private member’s Bill has been tabled in Parliament seeking to amend the Liquor Act, No. 59 of 2003, by introducing a comprehensive ban on the advertising, promotion, and product placement of alcoholic beverages. The Parliamentary and Provincial Medical Aid Scheme Amendment Bill, 2025, has been tabled in Parliament, seeking to end compulsory membership for public office bearers in the Parmed Medical Aid Scheme. As of 31 August 2025, 34 Bills remain under consideration by Parliament, with recent activity focused on the Tobacco Products & Electronic Delivery Systems Control Bill. The National Council of Provinces has re-issued a call for written submissions on the Public Service Commission Bill [B16B-2023], with a final deadline of 17 October 2025.
