The National Council of Provinces (NCOP) Select Committee on Security and Justice has invited public comments on the Immigration Amendment Bill [B8B-2024] following its passage by the National Assembly. A private member’s Bill has been tabled in Parliament seeking to amend the Liquor Act, No. 59 of 2003, by introducing a comprehensive ban on the advertising, promotion, and product placement of alcoholic beverages. The Parliamentary and Provincial Medical Aid Scheme Amendment Bill, 2025, has been tabled in Parliament, seeking to end compulsory membership for public office bearers in the Parmed Medical Aid Scheme. As of 31 August 2025, 34 Bills remain under consideration by Parliament, with recent activity focused on the Tobacco Products & Electronic Delivery Systems Control Bill. The National Council of Provinces has re-issued a call for written submissions on the Public Service Commission Bill [B16B-2023], with a final deadline of 17 October 2025. The National Assembly Portfolio Committee on Communications and Digital Technologies has called for the urgent finalisation of the South African Broadcasting Corporation (SABC) SOC Ltd Bill, which remains in a state of procedural uncertainty. The National Assembly’s Portfolio Committee on Justice and Constitutional Development has called for public submissions on the General Laws (Family) Amendment Bill, which seeks to align matrimonial and divorce legislation with recent Constitutional Court rulings. Cabinet has approved the removal of the Repeal of South African Airways (SAA) SOC Limited Bill from Parliament following the collapse of negotiations for a strategic equity partnership. Parliament is currently processing 32 Bills, including the Revenue Laws Amendment Bill which remains before the National Council of Provinces. The Constitution 22nd Amendment Bill, which seeks to amend section 25 of the Constitution to allow for land expropriation without compensation, was tabled in Parliament on 29 September 2025. A proposed Private Member’s Bill seeks to amend the Constitution of the Republic of South Africa, 1996, to introduce parliamentary oversight and numerical limits on the appointment of Ministers and Deputy Ministers. The National Assembly is scheduled to consider a revised version of the National Gambling Amendment Bill on 22 July 2025, following the conclusion of mediation committee deliberations on governance technicalities. Explanatory summaries for the Extradition Bill and the International Co-operation in Criminal Matters Amendment Bill have been gazetted following Cabinet approval on 14 May 2025. National Treasury and the Financial & Fiscal Commission have flagged significant regulatory conflicts and fiscal risks within the National State Enterprises Bill, specifically regarding its alignment with the Public Finance Management Act. The Standing Committee on Public Accounts (SCOPA) has initiated an oversight enquiry into the Road Accident Fund (RAF) regarding allegations of maladministration and legislative non-compliance. The National Assembly has adopted the Public Service Commission Bill [B16B-2023], which expands the Commission’s oversight mandate to include local government and public entities. Parliament is currently processing 36 Bills, ranging from new legislative proposals to amendments of existing Acts, as reflected in the status report dated 30 June 2025. The NCOP Committee on Co-operative Governance has called for written submissions on the Independent Municipal Demarcation Authority Bill, which intends to replace the Local Government: Municipal Demarcation Act, No. 27 of 1998. A draft Insourcing Bill has been submitted to Parliament, proposing a framework for organs of state to insource services currently provided by external contractors. A draft Amendment Bill to the International Co-operation in Criminal Matters Act, No. 75 of 1996, has been submitted to Parliament following Cabinet approval on 14 May 2025. The Standing Committee on Finance has issued a call for written submissions regarding the South African Reserve Bank Amendment Bill, which proposes the full nationalisation of the central bank. Parliament has called for public comment on four legislative proposals, including amendments to the Income Tax Act and the repeal of the Municipal Demarcation Act, with a submission deadline of 30 June 2025. The Portfolio Committee on Justice and Constitutional Development has invited written submissions on the Judicial Matters Amendment Bill, with a deadline of 10 July 2025. Parliament is currently processing 36 Bills, including replacement legislation tabled alongside the revised 2025/26 Budget.
